The story centers on the life of William Stephenson, a Canadian born farm boy who went off to war in 1914 for the Canadian Army, serving in the trenches in France. Later he joined the Air Corps and became a highly decorated flyer.
He was sent to New York City in 1940 by Churchill to establish the British Security Coordination office, with the secret approval of FDR and J. Edgar Hoover. This was essentially the American branch of the British Secret Service. Their exploits are legendary. They focused on espionage, counter espionage, public relations, along with a variety of covert operations.  Ian Fleming was one of the agents and gathered much of the material which later resurfaced as James Bond.

The story has an amazing cast of characters, connecting in WWI, that are active in the Intelligence Community in the 1920,s and 30's, and  are called into action immediately upon Churchill's appointment as First lord of the Admiralty in September 1939.
